Subsequent to the September 11 terrorist attacks that rocked the United States in 2001, the government put into place a raft of security measures to help forestall any future recurrence of such attacks. Each of the measures has had very far reaching consequences upon the lives of not just the Americans, but also citizens of other countries in the world. One of the most conspicuous of the security precautions was the establishment of the Office of the Homeland Security by President Bush soon thereafter (Longley, 2011). The Presidential Executive Order that created this office outlined its mission as to develop and coordinate the implementation of a comprehensive national strategy to secure the US from terrorist threats or attacks (ibid).

With regard to policy and goal setting, the office works very closely with the National Security Council and the Council on Economic Advisors (Bloss, no date). The NSC handles foreign relations and foreign terrorist activities while the CEA deals with economic response and recovery from terrorist attacks (ibid). There are various departments and institutions which are tasked with the implementation of policies and goals. These include the Department of Defence, the FBI, State Department, Treasury Department, Coast Guard, the Immigration and Naturalization Service, Customs Service and the Drug enforcement Agency (Longley, 2011).

In order to set the necessary policies and goals, a number of other institutions gather the suitable intelligence to assist towards this end. These include the CIA, FBI, National Security Agency, Defence Intelligence Agency, National Reconnaissance Office, Special Operations Command, US Space Command as well as the Treasury Department, Securities and Exchange Information (Cainkar, 2004). The duties for each of these agencies remain quite interrelated and they perform these duties while working in consonance.

The post September 11 period has witnessed the passage of various legislations aimed at implementing the policies put forward by some of the institutions identified hereinabove. For instance, there was the enactment of the Patriot Act to deal with the threat of terrorists (Kaplan, 2006). This legislation has had very far reaching impacts upon the civil liberties of numerous American citizens, especially of Arab and or Muslim descent. Further, the government succeeded in convincing other Finacial Action Task Force member countries in adopting the Nine Special Recommendations on Terrorist Financing in October 2001. This development marked a great milestone in the US’ government’s fight against terrorism both in the homeland front as well as overseas (FATF, 2011).

In conclusion, it is to be admitted that the period in the aftermath of the September 11, 2001 terrorist attacks in the US has really had a really great impact upon the US Homeland Security infrastructure and Operations. The phenomenon caused the establishment of institutions, policies and various legislative enactments that have continued to impact greatly upon the people’s lives.
